I heard a rumor of Bomberman Online Japan returning in summer 08. Anyone else hear this?

Where would you hear a rumour like that? I haven't heard anything of it.

I know the game was popular, but why bring back an old game that got taken down?

It could happen, but it wouldn't seem like a normal move for any game-designing company to make unless they took it down for repairs, which as far as we know, they didn't.

it was taken down because they were done BETA testing. maybe now they are actually releasing the official non-beta game.

yes it was :P. when they closed it down, they said thank you for beta testing or something in terms of that.
