Im sure it Does because its an online Game :happy: 
and no its not Free if you have Dial-up
You have to Pay For using the Dial-up connection

and the Size of the File is Around 55 MB's :P

You will lag badly with a 56K connection. Other players might even kick you for lagging badly.
