I admit I treat Bomber Cyborgs like the Dastardlies and Bagura and MAX as more robotic than organic in nature. The way I treated them becoming Bomber Cyborgs was that they let themselves be turned from normal humans into fully mechanical Bombermen like the rest. Think of it like how Sonic SATAM, Archie, Underground, & AOSTH have the Roboticizer. Bombers are fully sentient beings with free will, more sapient than the Classic Mega Man Robot Masters or most of the Netnavis, aside from EXE/Hub and Bass in Battle Network/NT Warrior, and on the same level as Reploids in Mega Man X.
