All we know is that he came from another dimension, and that he created "Terrorin World" within another dimension and named himself its emperor. Interestingly he is not a time traveler, despite his clock motif, and the entire premise of the game utilizing the previous 4 entries in the Super series.
Aside from that, it's pure speculation.
With that being said, depending on the game, the most random of people/species are capable of using bombs the same way as Bombers do. For example, in the entirety of Saturn Bomberman Fight!!, everyone who enters the tournament must exclusively use bombs to fight, and this is mentioned in the dialogue a number of times (characters include multiple humans, a small monkey, a variant of the penguin-like Peggi enemy character, and more). Honey and Kotetsu, both humans, are also seen using bombs in games such as Super Bomberman 4, Neo Bomberman, and Bomberman Party Edition. Saturn Bomberman's Battle Game includes a wide range of Hudson Soft characters, mostly humans, a caveman and a big ape (?), who use bombs (of course, its predecessor, Hi-Ten Chara Bomb, did the same thing). The Battle Game in Bomberman 64: The Second Attack!! also includes a bunch of characters ranging from silly animals to RPG-esque heroes and villains, all of whom can use bombs. There are probably more examples but I've made enough of a point, hahah.
In short: It really doesn't matter.
Characters can use bombs if the game (or narrative) requires them to. Bomberman is not science fiction, it is science fantasy, and above all it is cartoony, so whether it makes sense for a character to use bombs, or how we should imagine them being able to do so, is ultimately inconsequential, especially as we move away from the very early titles (which typically centered around Bomberman being a unique robot, bad guys trying to make their own Bombermen, etc.) into the greater breadth of the franchise (which included much more diverse casts of characters and stories).
